Tanya Gupta has taught technology at the University level.  She has also worked on technology and development in Latin America and the Caribbean.  She is currently a technology/development blogger for the World Bank blog, People, Spaces, Deliberation, and has written for the Washington Post, ReadWriteWeb, Edudemic and others about technology issues.  She also has several academic publications (W3C).  Her web page is here.
