Dr. Lucian Ngeze is a lecturer and researcher at the University of Dodoma (UDOM) since 2010. He holds a Ph.D. in Educational Technology from the Indian Institute of Technology Bombay, India; an MSc in Telecommunications Engineering from the University of Dodoma, Tanzania; and a Bachelor of Tech in Electronics and Communications Engineering from the University of Kerala, India. His research focuses on technology integration in education, teacher professional development, the design of learner-centred online courses and MOOCs, and open and distance learning.
Dr. Ngeze has extensive experience in consultancy and capacity building in higher education, collaborating with international organizations such as the World Bank, UNESCO, UNICEF, KOICA, and the Association of African Universities (AAU), as well as national bodies under Tanzania’s Ministry of Education, Science and Technology. Under the World Bank–funded HEET Project, he designed and delivered training programs on blended and online teaching for lecturers, university leaders, and online course developers. He also led faculty development initiatives at UDOM and across Tanzanian universities, including workshops on ICT integration in teaching and learning. Regionally, he developed the “Empowering Academic Staff to Integrate AI into Teaching and Learning” program for the Inter-University Council for East Africa (IUCEA), further advancing digital pedagogy in East African higher education institutions.
