After graduating from National Taiwan University with dual degree in civil law, Eugene Chang worked in the field of engineering and management. From ISO 9001 to ISO 27001, he was involved in the field. At the same time, he is the MBA of the University of Illinois in Chicago.

Eugene has achieved specific results in the ISO 9001 management work in Taiwan's high-speed rail project. His guidance in ISO 27001 has enabled Taiwan's CNPC to obtain ISO 27001 certification for more than 90% of Taiwan's oil sales information systems.

He has research and works related to Bitcoin, blockchain, electric vehicles and AI. He is also a qualified and professional civil engineering technician in Taiwan.

Eugene Chang 從台大土木法律雙學位畢業後工作於工程領域與管理，從ISO 9001到ISO 27001 為其涉及領域，同時其為 伊大芝加哥校區之MBA.

Eugene曾在ISO 9001管理工作於台灣高鐵專案獲得具體成果，其於ISO 27001之輔導工作使台灣中油全台九成以上之銷售油品之資訊系統得以取得ISO 27001認證。

他有比特幣，區塊鏈，電動車與AI相關的研究與著作，他同時是台灣取得資格且從業專精的土木工程技師。
