With more than 30 years of experience  in open and distance learning, and a strong focus on technology-mediated education, my technical expertise spans diverse areas, including artificial intelligence, cybersecurity, data structures, usability design, and virtual reality applications in education. I have held senior academic and research positions across Guyana as Director of Distance education, India as Director of Indira Gandhi National Open University, Taiwan, Brazil as Visiting Professor of Educational Technology, Fiji as Visiting Professor of Education, Wawasan Open University, Malaysia, and Vancouver, Canada as Director of Commonwealth Educational Media Centre for Asia, contributing to global perspectives in digital and distance education.  I have mentored five MOOCs under the OE4BW project in achieving the UN Sustainable Development Goals as managed by the University of Nova Gorica and of UNESCO Chair on Open Technologies for Open Educational Resources and Open Learning at Jožef Stefan Institute, Slovenija. As a MOOC developer, I have contributed to India’s SWAYAM and ARPIT platforms, creating impactful modules on virtual reality, open educational resources (OERs), and mobile learning for STEM education. My work reflects deep engagement with emerging digital technologies and their ethical implications in learning. I have authored and edited books on blockchain, generative AI, online pedagogy, and distance learning. My research contributions were recognized with two awards for excellence in research. Additionally, I have collaborated with UNESCO on thematic reviews and contributed to international educational networks.
