『研究室晉級』一直是那些想加強研發活動及尋找新經費來源 的科技機構不斷談論的話題。由於政府機構的經構的經費縮減及全球經濟的集中，迫使全世界的研究及學術機構必需主動出擊，互相交流。於是信函在科技論文寫作中，為最普遍的媒介之一，卻往往被誤認為一般行政工作。然而信函及其它形式的科技論文寫作一樣，是促使研究室晉級的一大有用工具。因此技術信函不只是寫出清楚的英文，一份書寫清楚的信函與其它所有形式的科技交流一樣，它意味著進入海外巿場及與國際的合作。

Having taught technical writing in the graduate school programs of National Chiao Tung University and National Tsing Hua University since 1989, Ted Knoy (柯泰德) served as an Associate Researcher at Union Chemical Laboratories, Industrial Technology Research Institute (1994-2000) and as a full-time instructor in the Applied English Department at Yuan Pei University (2002-2005). Author of five books in "The Chinese Technical Writers' Series" and eight books in the "Chinese Professional Writers' Series", Ted is the English editor of several technical journals and publications in Taiwan. He is currently working on a Ph.D in Education at the University of East Anglia (U.K.).
