People can be mean and aggressive and harassment is all too common. The problem is that any attempt to end harassment usually results in retaliation. This is so common that laws have had to be enacted to prohibit it. But, as we all know, laws aren’t enough.

A behavioral explanation of why retaliation occurs and why you must plan for it because it's predicted behavior!
Discussion about how rewards and response schedules impact behavior. You can either strengthen behavior, or eliminate it. These are the tools you will use to do that.
Retaliation as blowout. How do blow outs work. Why do they happen? How do you control them? What should you never do when someone is retaliating? Science based explanation of what is happening and why.
A high level description of the extinction process. What needs to happen to make the behavior stop.
Step by step instructions on how to put what you now know about how to stop harassment, into practice.
What you should be doing if you are a victim and what you should be doing if you are a manager to get bullying/harassment to stop.
