
This section is an introduction to the course.
This lecture will cover what you can and cannot purchase with this funding and how long you have to obligate these funds.
Students will learn that Working Capital funds or specifically Army Working Capital Funds are in place to finance supplies and equipment covered under the stock fund and the industrial fund. Students will learn about two components of these funds which are AWCF Hardware and AWCF Logistics (Log) Operations.
Students will learn what you can use RDTE for and how long the appropriation is available.
Students will learn that the Foreign Military Sales (FMS) program is a form of security assistance authorized by the Arms Export Control Act (AECA), as amended [22 U.S.C. 2751 and a fundamental tool of U.S. foreign policy.
Students will learn that procurement appropriation provides funds for “in production” Army aircraft, missiles, weapons and tracked combat vehicles, ammunition and other equipment that cannot be purchased with Operations and Maintenance Appropriations. Students will learn how long they are available for obligation.
Military construction or MILCON appropriations fund major construction projects such as bases, schools, missile storage facilities, maintenance facilities, medical/dental clinics, libraries, and military family housing. Military personnel or MILPER funding appropriations fund costs of military salaries and other compensation for active and retired military personnel and reserve forces based on end strength.
In this course, you will learn and get a better understanding of the funding used in the United States Federal Government. You will learn how long appropriations are available to use and what you are to use these dollars for. You will also learn where appropriate where you can't use these dollars. You will learn some of the different types of operations maintenance (OM) funding elements. With this funding, students will learn that these as well as other funding is available to different branches of the United States military such as operations maintenance funding where you have Operations Maintenance, Army (OMA) available for Department of the Army requirements and Operations Maintenance, Navy (OMN) available for Department of the Navy requirements. Students will learn more on foreign military sales funding such as who funds these dollars. Students will learn about funding types such as procurement, research, development, test and evaluation (RDTE) funding, foreign military sales (FMS) funding, working capital funding, military construction and military personnel funding. This material will help students that support the United States Federal government and those interested in learning a basic foundation and understanding of these funds. Students will understand how long each appropriation is available to use.
