Yes the legacy conversion is necessary to bring over the historical information over to the new system.
It depends on how much historical data you want to bring to your new system.
Usually companies do not bring the closed fiscal year to the new systems, but if you are migrating in the middle of the year, you need to bring the open items/outstanding AR, AP invoices to the new systems to make up your balance sheet.
If you are doing upgrade, you do not have to migrate the data because it is a an upgrade of systems (like any software upgrade).
But if you are migrating to a new system for example moving over to new hardware etc (some companies like to start over fresh), then you will use the legacy conversion tools.
