In this part of the course, we will be looking at the origins of RBM, and examining what we mean by results and the results chain, before defining RBM as a concept. We will also look at how RBM fits in with the project cycle, before wrapping up with a look at some of the benefits and challenges in applying Results-Based Management.
Define a result as a change in state caused by a cause-and-effect relationship, including intended and unintended changes, positive and negative, and identify outputs, outcomes, and impacts.
rbm in practice focuses on results and change, continuously assessing effectiveness, and applying learning to improve outcomes for end users, with inclusive involvement and a logical framework guiding targets.
The Logical Framework Approach is a key part of RBM - after all, we need a chain of results before we can measure them.
In this section we look at the difference between the Logical Framework Approach (the methodology for project identification, design, planning, implementation, monitoring and evaluation) and the Logical Framework itself (the matrix).
We then examine and deconstruct the Logical Framework, before looking at how it fits together, connecting the internal logic of the project (its results chain) with the external environment (assumptions).
We wrap up by looking at the main steps of the LFA.
Note that this is an overview, and from the next section we will start to work through those steps as you develop your own project through your extended tasks.
Identify means of verification for indicators by outlining data sources and methods such as surveys, interviews, observations, and document reviews to verify progress.
Explore how to test logic and map assumptions from inputs to impact, identifying preconditions, external factors, and sustainability assumptions to ensure that outputs translate into improved health outcomes.
Explore the ten steps of the log frame approach to design, monitor, and evaluate projects, from context and stakeholder analysis to testing the logic and indicators.
In this section we look at Context Analysis - the initial environmental scanning of the project community and location. This is not Problem Analysis or Stakeholder Analysis - those come later.
We begin by examining the purpose of Context Analysis, and then run through some of the methods for gathering data at this stage.
We then invite you to use those tools to gather information for your own project's context.
conduct interviews to gain depth and insight by asking specific questions, exploring viewpoints, building relationships, and carefully selecting key informants while guarding against questioner bias.
In this section we move to the second step of LFA - Problem Analysis.
First, we look at a useful definition of a problem that will help us avoid circular reasoning. We then look at the Problem Tree tool - and there are some important tasks along the way to help you master that. The big output from this session is developing your own Problem Tree.
Identify the core problem of insufficient clean water and map its causes and effects to build a problem tree for access to water.
Define the core problem, its focal problem, and the problem place and target population within the problem tree approach.
In this section we will examine the third aspect of Situation Analysis - the stakeholders.
You will identify your stakeholders, analyse using a power / interest matrix and develop a stakeholder communication plan. We will also examine win-win strategies for managing stakeholder expectations and interests, and explore the topic of stakeholder engagement.
You will need to download the Stakeholder Management and Communication template.
Identify and map stakeholders by power, influence, and interest; prioritize them with a stakeholder analysis matrix, then assess needs, fears, and expectations to plan engagement and manage resistance.
Identify win win outcomes through stakeholder management and targeted engagement, balancing project effort with stakeholder satisfaction via tailored methods like interviews, focus groups, or workshops.
Develop a stakeholder communication plan that delivers the right information at the right frequency through the right medium and channels, using both hard copy and electronic formats.
Engage stakeholders through pull, push, consultation, participation, and partnership to tailor approaches by stakeholder power and influence, and align with your monitoring and evaluation plan.
This is a very short section of the course but represents a major step in project formulation. We will see how the Problem Tree (cause-and-effect) is translated into an Objectives Tree (means-end) - a description of the end-state the project aims to realise.
Convert problem trees into positive objectives with a means-end diagram, linking improved IDPs in the camp to better health, reduced disease, and lower mortality through water and sanitation.
Identify your primary and secondary approaches using swot analysis, prioritize options, and synthesize them into a strategy that combines water and sanitation with hygiene education and capacity building.
In this section we are going to walk, step-by-step, through building the Logical Framework as you develop your own project plan based on the analysis you have done so far. There is also a blank Logical Framework template you can download for your own use.
Remember, though, the Logical Framework is an iterative process, and you may need to revisit it several times before your are fully satisfied with it.
We also introduce some key concepts on Monitoring and Evaluation, as well as new data gathering method - the Case Study. We will build on these further in later sections of the course.
Build the logical framework by sequencing outcomes, impact, outputs, activities, and inputs. Verify diagonal and vertical logic, and treat the log frame as an iterative tool.
Explain the results-based management approach by defining the outcome as the publicly stated aim of the project and the impact as long-term changes in health, livelihoods, or society, linked credibly.
Link inputs, activities, and outputs to the outcome by testing the results chain, budgeting per result, and documenting how delivered outputs drive impact in a log frame.
Explore assumptions and preconditions in results-based management and monitoring and evaluation, examining how external risks, camp context, and dependencies shape preconditions, outputs, outcomes, and health effects in a logical framework.
Explore means of verification (mov) and how data availability, collection, and cost affect indicator measurement, and the case study method offers depth for end-user experiences within monitoring.
In this section we cover the final preparatory steps for Results-Based M&E and create our second major output, the Data Collection Toolkit.
We will examine how Results-Based M&E differs from more implementation-focused approaches, and go a little deeper into data collection methods - sources, frequency and responsibility. We will also introduce the concept of grouping indicators to make M&E a more smooth and integrated process.
There's a spreadsheet you can download where you can define all your indicators and M&E tasks, as well as store your M&E tools.
We've also added some further background reading materials to deepen your understanding on M&E and indicators. Again, there are more materials than you could reasonably study, and they are NOT part of the course. However, among those you may find 2 or 3 that are easy to follow and relevant to your needs.
Plan for results-based monitoring and evaluation emphasizes continuous feedback to measure effectiveness and progress toward outcomes, detailing indicators, data sources, collection methods, frequency, and responsibilities.
Now it's time to build the M&E plan.
We suggest you download the plan and look through it - there are instructions inside the template - as well as working step-wise through the videos and tasks.
Outline the ten-step process to build an M&E plan, including cover page, introduction, log frame, indicators, roles, data flow, data management, annexed tools, acronyms, and final proofreading.
Define the purpose of the monitoring and evaluation plan, detailing how it monitors progress toward results to support management thinking, and who designs it with donors, managers, stakeholders, and beneficiaries.
Define and document indicators in the log frame, detailing impact, outcome, and output indicators with baseline, current state, target, end state, data collection tools, frequency, responsibilities, and quality control.
Detail each monitoring and evaluation tool in the annex of the m.a. plan, including name, number, description, last revision, indicator, and who implements, collects, reports, and any special features.
Compile and alphabetize acronyms and terminology for merger and acquisition plan, expanding first use and updating the table of contents. Prioritize thorough proofreading, spell checking, and reverse-reading to ensure accuracy.
