Many projects I have worked in over the years have a "Project Charter", but the project still fails because the charter is missing key parts, is too complicated or just is not focused enough. Many people build a charter to say they have one, and leave it to fester and not deliver its true potential.
In my experience, those projects that are launched with a solid Project Charter, covering all the necessary steps are the ones that truly deliver.
