This lecture describes the difference between policy and law.
In this section we begin with a policy problem and use a series of steps to analyze the best policy solutions.
Before tackling any policy problem we need to understand the root causes.
As we understand the problem we explore solutions. These are then mapped out as policy alternatives.
By the end of this lecture you will be able to define the criteria with which to weigh up the different policy choices.
We conduct the analysis in this lecture. We walk through a policy matrix and weigh the options against one another.
As we weigh up policy options we begin to confront tradeoffs between the different criteria. By the end of this lecture you will be able to confront tradeoffs.
A policy report is necessary to communicate the policy process and decision.

Governments operate in complex environments with increased demands and limited resources. Policy analysts in this environment are often called to make ethical and far reaching decisions daily. As a scholar of public policy and a former analyst within the President of South Africa I developed a system that makes the complex simple, the methods accessible and the process replicable.
And now…I want to share this system with you in this course.
