The CEFR has six levels, from A1 for beginners to C2 for proficient users. The levels are defined through "can-do" descriptors and can be regrouped into three broad levels: Basic User, Independent User, and Proficient User.
An A1 level of English would be sufficient for very simple interactions, such as as a tourist in an English-speaking country. However, it would not be sufficient for other academic or professional purposes.
The CEFR was developed over a period of time to create language-level classifications for certification to be recognized across Europe.
