The Blur Tool will allow you to blur parts of your photo. The Sharpen Tool allows you to make the edges of a selected area of your photo stand out. The Smudge Tool is helpful when you want to remove dust and scratches on old photos. This can also be used to make a photo appear as a painting when used across the entire image

A Layer is the term used to describe the different levels at which you can place an object or image file. In Photoshop you can stack, merge or define layers when creating an image.
A quick layer summary:
A Layer Group act as folders for layers you choose. You can add, remove or shuffle around the layers within a group. Use layer groups to organize layers and make duplicating multiple layers easier.
Adjustment Layers don’t change anything actually below them. You can apply an adjustment on a transparency layer and it will become an adjustment layer.

The Type Mask Tool enables you to cut type out of solid color or image layers.
This tool does not create a new layer. Instead, it creates a selection on the active layer. This is the tool of your choice for filling text with an image or cutting text out of an image so that the background shows through.

The Oil Paint Filter makes your photograph look like an oil painting.
You can adjust the following options:
The Blur Filter softens a selection or an complete image, and is useful for retouching.
The Distort Filter distorts an image, creates 3D or other reshaping effects.
The Pixalete Filter defines a selection by bundle pixels of similar color values in cells.
The Render Filter does not affect a photograph. It actually generates new textures based on what you choose.
The Sharpen Filter simply sharpens your image. Note that the Sharpen and Sharpen More options are subtle and they have no controls. Smart Sharpen and Unsharp Mask gives you control over the result.
