Adding Audiences to your campaign! When the setting is set to "Observation" Google is simply providing data regarding the Audiences you have added. This gives you the opportunity to bid higher or low on those Audiences if you are using a CPC or Enhanced CPC bid strategy. When the setting is set to "Targeting" ... you are telling Google to show your ads to ONLY people in the Audiences you have chosen. Targeting is, for example, used for a Remarketing campaign...but there are other times you might want to limit the ads to specific Audiences. It will depend on who you are trying to (laser) target.
Choosing the right Bid Strategy for your campaign is crucial. It's a good idea to choose one type of Bid Strategy and then once you have enough data, switch to an automated bid strategy.
