In case you are struggling to find the "Issues" menu, manually change the URL like this:
https://<your project>.atlassian.net/issues/
Basically, change the URL manually to add "/issues/" at the end of your Jira URL. You should then see the 3 dots at the top right and then the Import Issues using CSV menu should become visible.
